Heiko Thoms is the German Ambassador to Ukraine. He has been a diplomat for more than 25 years, specialising in European affairs, security and defence policy.
From April 2023 to May 2025, he served as State Secretary at the Federal Ministry of Finance, responsible for Europe, international financial policy and financial markets, and acted as the German Finance Minister’s representative in the EU, the G7 and the G20. In this role, he coordinated Germany’s financial assistance for Ukraine and played a key part in aligning Ukraine-related support within the EU and the G7.
Previously, he was German Ambassador to Brazil (2020–2023), Deputy Permanent Representative to NATO (2017–2020) and Ambassador to the United Nations in New York (2013–2017). From 2011 to 2013, he was the German Foreign Minister‘s Chief of Staff.
He is founding Chairman of the Brussels Institute for Geopolitics.
Before taking up his post in Ukraine, he served as Chairman of the Federal Financial Supervisory Authority (BaFin), as a member of the Supervisory Board of KfW-IPEX Bank, as Chair of the Financial Stability Committee, and as Alternate Governor at the EBRD and the World Bank.
Heiko Thoms is a qualified lawyer.
